DescriptionImprovement of the credit offer for the Dairy Sector in Mbarara District (Uganda) The main objective of this mission was to reinforce the political and economic roles of farmers' organizations, and to encourage the consultation between different actors of the Agricultural sector (farmers' organizations, private sector, government) at different levels (local, regional and national).

The first component supports the establishment or the strengthening of farmers' organizations undertakes economic and technical functions. Its scope of intervention is the dairy sector, in Mbarara District, which contributes to a major part of the milk supply in Kampala. The interventional strategy of this component complies with the general objective of the project, and aims at reinforcing the role of Farmers Organizations (FOs), in the commodity chain, especially their economic functions.

The second objective of this study was to establish a strategy and to propose operational solutions for the project and its partners; to improve the credit offer for FOs and individual farmers in Mbarara District, and to facilitate the investments in the dairy sector ate different levels: production, commercialization, service and input provision. The specific objectives were as follows:

At short term:

  • To propose experimental schemes to implement in the scope of the project: establishment of partnerships with banks, with eventual creation of a guarantee fund or credit fund.
At medium term:
  • To consider the possibility and the modalities of a long-term partnership between local financial institutions, and new partners (AFD, SIDI) and to consider the role that the Project could play to facilitate this partnership.
